Tech Savvy: WCPA Annual Conference draws crowd ‘hungry’ for industry knowledge

APPLETON, Wis. — Wisconsin’s winters seem to enjoy toying with the concrete pavement industry.

Even in a second straight year of below-average snowfall, a storm covering most of the state blew in just in time for hundreds to gather for the annual Wisconsin Concrete Pavement Association (WCPA) Annual Conference.

This happens every year, WCPA President Jackie Spoor said with a sigh.

“We’ve had to run a couple audibles in terms of the speakers arriving a little bit late due to either storms or canceled flights.  Some people rented a car, came up from Chicago,” Spoor told WTBA.  “But it’s been really good.  The crowd’s great.”

Indeed, nearly 300 people packed a cavernous conference room Thursday morning at the Fox Cities Exhibition Center ready to learn and connect.

“This is definitely a very technical workshop,” Spoor said.  “We intentionally have it as technical information.   People come to listen and learn. It seems like they’re hungry for it.”

From the science of modernized dowels to pavement smoothness and materials testing, nearly 20 presenters are covering the leading edge of concrete pavements over the course of Thursday and Friday at the WCPA Annual Conference in Appleton.

Of course there’s some fun to go along with all that learning.

“There’s networking and hospitality, too,” Spoor said behind a wry smile. “We have a good time.”

The WCPA conference, in its 45th year, included a celebration of the 2024 award winners in concrete paving from last month’s Contractor-Engineer Conference, roundtables with WisDOT leadership members, discussions on ethics in construction, and innovations in alternative materials, among others.

“I’m really proud of the collaboration that we have with the industry and the Department (of Transportation),” Spoor said.  “It’s something that Wisconsin values: our collaboration and our workability together.”

Hundreds coming together–despite a half-foot of snow and frigid temperatures–knowing connections made this season will have positive effects for years to come.

“If you want to get the technical knowledge of the leading edge information for concrete pavements, this is the place to be,” Spoor said.

Work Zone Safe WI gets Congressional shoutout from Rep. Wied

WASHINGTON, D.C. — A new work zone safety initiative WTBA spearheaded in Wisconsin last year received some national attention this week.

Newly elected Congressman Tony Wied (R-Wisconsin) highlighted the Work Zone Safe Wisconsin (WZSW) program during his remarks and witness questioning Wednesday at the Transportation & Infrastructure Committee’s hearing of the Subcommittee on Highways and Transit.

“In my home state, teens are required – and it’s free for them – to complete a 30-minute work zone safety instruction as a requirement to obtain their license,” Rep. Wied said of WZSW.  “After completing the course, they will know what causes most work zone crashes and the basic driving safety habits that can prevent injuries and fatalities.”

Wied was elected in November to replace Rep. Mike Gallagher, who decided to resign from Congress in 2024.  Wied’s 8th Congressional District covers Green Bay, Appleton, Door County and points north.

“The course also introduces teens to powerful real-life stories… The faces behind the flags, cones, and flashing lights which are too often overlooked by many drivers,” Wied said.

WTBA launched WZSW with a coalition of partners in April 2024.  Since then, more than 2,000 people have successfully completed the online course.  WTBA awards a monthly $500 scholarship to one lucky teen, which is generously sponsored by the Wisconsin County Highway Association.

Wisconsin is the second state in the nation to implement the Work Zone Safe program after Oklahoma’s initial launch in 2023.

“I am thankful for that program,” Haley Norman with ATSSA said in response to Wied.  “I think that one thing that can be done federally is awareness and communication between states on best practices.

“I believe that we will see that type of program is effective and should be shared across states.”

NEA wins national award for Green Lake Co. asphalt project

Crews who worked on an asphalt paving job in central Wisconsin have a little something extra to celebrate this week.

The National Asphalt Pavement Association (NAPA) awarded Northeast Asphalt (A Walbec Company) with one of its acclaimed Larry H. Lemon awards during its national conference in Hawaii.  Projects using less than 50,000 tons of asphalt are eligible each year.

The award recognized NEA’s work on the Highway 73 project near Green Lake.  WTBA visited the work site last summer with State Sen. John Jagler and State Rep. Alex Dallman as part of its WTBA of Tomorrow Legislative Tours series.

Northeast Asphalt was one of 10 Larry H. Lemon award winners for 2024 projects.

READY TO RAISE: WTBA/TEF Scholarship Auction bidding goes LIVE Monday at 10 a.m.

Want to guess where you can get all that and more?  The WTBA/TEF Scholarship Auction, which goes live Monday, Feb. 10!

Back by popular demand for a second straight year, WTBA has assembled an online silent auction running the two weeks leading up to the in-person auction, set for Monday, Feb. 24 at the Annual Convention in Florida.

The website itself is up and running at wtbaauction.givesmart.com, so you can browse items, start planning your strategy, and make sure you can log into your account.  (If you participated in the auction last year, your email and password will have carried over. You can contact Lane if you have any issues signing in).

The best part? You can still participate in the online auction even if you’re not able to join us at Convention!

More than 30 silent items will be up for grabs, ranging from Packers, Brewers, Badgers, and Bucks tickets to Summerfest shows, pheasant hunts, and the latest tech.

Staff extends a major kudos to the WTBA of Tomorrow Board and the Associate Council for coordinating with the more than 50 donors who provided items and cash.

Proceeds benefit both the WTBA Scholarship Program and the Transportation Education Fund, which helps the public understand the importance of our industry statewide year-round.
