State awards $100 million for second round of agriculture road improvement funding

MADISON, Wis. — A big reason the agriculture industry can pump more than $115 billion into Wisconsin’s economy every year is because farmers and food producers can get their products to market.

Rural roads that serve those producers will get some TLC in the coming years, Gov. Tony Evers and WisDOT announced this week.

The state shared its second round of Agricultural Roads Improvement Program (ARIP) awards Wednesday.  The $100 million will help pay for 55 projects in 36 counties.  The projects are spread evenly across the state’s five regions, save for the Southeast Region which has many more urban highways.

More than 200 counties and municipalities applied for this round of funding, which covers up to 90% of costs to rehab and rebuild roads, highways, and bridges that directly serve farms, food producers, and forest products.

“The number of applications received clearly demonstrates the need for this program,” said WisDOT Secretary Kristina Boardman. “WisDOT is proud to support these improvements so our agricultural industries can safely and efficiently get products from point A to point B.”

Lawmakers created the $150 million ARIP program as a spinoff of the Local Road Improvement program through their budget work in 2023.  Gov. Evers signed the one-time program into law that summer.

WTBA has pushed WisDOT to create a public, online database to monitor ARIP awards, track letting announcements, and tabulate how much product and materials are being used.

WisDOT leadership told WTBA’s Board of Directors late last year it hopes to have that system running by spring 2025.

The first round of ARIP funding, worth around $50 million, was announced in July.

WTBA welcomes 3 new Contractor members

WTBA Contractor membership surpassed the century mark this week with the addition of several new companies.

The Board of Directors unanimously approved applications Tuesday from Malcom Drilling Company, Tenex Contractor Corp., and Wandel Contractors, Inc.

Those new members put Contractor membership at 102.  Associates (124) and Consultants (43) make up the other WTBA member types.

WTBA extends a warm welcome to its new members.  Staff encourages current members to learn more about them, reach out and connect throughout the year, both on the job and at 2025 association events.

Jan. Work Zone Safe Wisconsin scholarship winner hopes to become nurse

A young woman who hopes to save and improve lives after high school is already doing that behind the wheel.

Macy Myers successfully completed the Work Zone Safe Wisconsin (WZSW) online course in January and is the newest winner of our monthly scholarship.

Myers, 15, is a sophomore at Rhinelander High School (Go Hodags!) and plans to go to Harding University in 2027 to study nursing.  She took the course as part of her driver’s education program, which requires at least 30 minutes of work zone-specific education thanks to a new law.

“Think about road workers as people with families at home… respect the move over law,” Myers told her fellow teen drivers.  “Imagine if that was your mom or dad working: you would move over for their safety.”

Myers received $500 as part of the WZSW random monthly drawing.  The Wisconsin County Highway Association generously sponsors the scholarship program.

WTBA and its partners launched Work Zone Safe Wisconsin in April 2024.  More than 2,000 people of all ages have successfully completed the free course since then.

Majors Program cost estimates lower as TPC awaits word of I-39/90/94 expansion in 25-27 budget

Smart planning and construction cost savings helped save Wisconsin taxpayers money over the past six months.

WisDOT Secretary Kristina Boardman’s twice-yearly report to the Transportation Projects Commission (TPC), released last Friday, notes those factors reduced construction estimates on Major Program projects by $49.7 million.

Projects with cost savings included the I-41 freeway expansion between Appleton and De Pere, I-43 north of Milwaukee, and US-51 near Madison.

Beyond that, the February TPC report did not contain much new information.  Boardman says WisDOT is working to complete the environmental process and begin final design on the stretch of US-51 running between Highway 30 and I-39/90/94 in Dane County, which the TPC approved in December.

The big ticket item the TPC approved late last year – a multi-decade, $4 billion expansion of I-39/90/94 between Madison and Wisconsin Dells – still needs to be included in the upcoming state budget to proceed.

A group of associations, chambers of commerce, trade unions and businesses formed the Central Wisconsin Interstate Alliance in support of the project last year.

WTBA will monitor both the governor’s initial proposal (expected Tuesday, Feb. 18, at 7 p.m.) and work the Joint Finance Committee and Legislature does on the budget throughout the spring and summer.
