Evers appoints Hyun as new DNR secretary

After more than a year without a secretary, Wisconsin Gov. Tony Evers has named his pick to fill the top spot of the state Department of Natural Resources.

Evers announced Dr. Karen Hyun as his new DNR secretary-designee Monday.

Hyun has spent the last three years as the chief of staff for the National Oceanic and Atmospheric Administration (NOAA).

Prior to that she was vice president of coastal conservation for the National Audubon Society; secretary for fish, wildlife and parks for the Department of the Interior; and served roles in the Department of Commerce.

“Dr. Hyun’s extensive science background and expertise working in fish and wildlife, shoreline restoration, and coastal management and resilience will make her a great asset to the Department of Natural Resources and to our administration,” Evers said in his news release.

Both directly and indirectly, the DNR often impacts the construction industry through rules and regulations on things such as water quality, air emissions, and erosion control.

Hyun replaces Adam Payne, who resigned in Nov. 2023 after only 10 months on the job due to personal reasons.  Evers has complained at times since Payne’s departure that the GOP-led Senate has made it difficult to find a new secretary.

Senate Republicans did not exactly extend Hyun a warm welcome in their written statements reacting to her appointment.

“While Ms. Hyun’s lack of professional experience in Wisconsin and lack of experience with sporting heritage, forestry, and freshwater lakes is concerning, I look forward to getting to know her and understanding her vision for the DNR,” Senate President Mary Felzkowski (R-Tomahawk) wrote.

Felzkowski represents a large swath of the Northwoods, which depends heavily on hunting, fishing, and tourism dollars for its economy.

Senate Majority Leader Devin LeMahieu referenced Evers’ veto of a Republican bill that would have provided money for landowners and local governments to take care of per- and polyfluoroalkyl substances (PFAS) in groundwater, which have been known to cause cancer and other illnesses.

“If the Governor had appointed a qualified DNR secretary after former-Secretary Payne’s departure, their counsel may have saved the Governor from that critical mistake,” LeMahieu wrote.  “Taxpayers deserve accountability and transparency from their government. The Evers administration continues to deny them both.

“Senate Republicans look forward to meeting with Dr. Hyun to discuss her qualifications to serve as Wisconsin’s DNR Secretary as we fulfill our constitutional duty of advice and consent.”

Evers says Hyun will step into the secretary role on Jan. 27, 2025.

VanderMeer returning as Transportation Committee chair

State Rep. Nancy VanderMeer will once again lead the Assembly Committee on Transportation.

Speaker Robin Vos announced his committee selections Wednesday for the upcoming legislative session.

Alongside Chairwoman VanderMeer, State Rep. John Spiros (R-Marshfield) will replace Rep. Karen Hurd as the Transportation Committee vice chair.  Vos moved Hurd to the budget-writing Joint Finance Committee as its newest member.

VanderMeer has been in the Assembly since 2014 and has long supported WTBA’s transportation efforts.  She co-sponsored the Association’s Utility Bill, which received unanimous support in 2023.  She also co-authored last session’s electric vehicle charging legislation, which will capture 3 cents per kWh sold for the Transportation Fund.

WTBA and Mathy Construction led VanderMeer on a tour of a western-Wisconsin quarry and asphalt plant last year.

Meanwhile, Senate Majority Leader Devin LeMahieu announced his Republican committee selections Thursday. State Sen. Cory Tomczyk (R-Mosinee) will once again chair the Senate Transportation Committee. Senator Rob Hutton will now serve as vice chair. Sen. Van Wanggaard rounds out the GOP members.

While many committee appointments are similar to the 2023-25 session, Vos did create a new committee aimed at finding and fixing government inefficiencies.  The so-called “Government Operations, Accountability and Transparency” (GOAT) mimics President-Elect Donald Trump’s newly formed “Department of Government Efficiency” (DOGE).

“One of the things that Republicans have been really good at over the past 30 years is we are reformers, and we are returning to our roots,” Vos told WisPolitics.  “We know that we need to shrink the size of government. We need to make it more efficient, we need to embrace technology and AI.”

Rep. Amanda Nedweski (R-Pleasant Prairie) will lead GOAT.

WisDOT lands Record of Decision ahead of I-39/90/94 budget considerations

You can check off another box on the list of requirements needed to start construction on the I-39/90/94 freeway expansion.

This week WisDOT announced it filed a Final Environmental Impact Statement (EIS) and received a Record of Decision (ROD) from the Federal Highway Administration (FHWA).  The filings also list a preferred alternative for the massive project.

WisDOT intends to add a lane in both directions along a 67-mile stretch between Madison and Wisconsin Dells.

The plans would also rebuild more than a dozen interchanges, create three new ones, replace bridges, and raise the road to avoid flooding concerns, among other improvements.

The Wisconsin Transportation Projects Commission last week approved adding the I-39/90/94 expansion to the upcoming budget process.  Doing so does not guarantee the project happens, but allows the governor and Legislature to debate whether and how to fund it.

Recent estimates put the overall cost at $3.7 billion and it could take more than 20 years to complete.

FHWA awards state $300,000 to expand Highway Construction Skills Training

Major projects such as the I-41 Fox Valley expansion and the Blatnik Bridge replacement will require a strong workforce for many years to come.  Wisconsin just got a boost to support that.

The Federal Highway Administration awarded Wisconsin $300,000 to build out its Highway Construction Skills Training (HCST) program. WisDOT intends to use the money to expand HCST throughout the northern part of the state, forming a workgroup.

Group members will include the Bay Area Workforce Development Board, Northwest Wisconsin Workforce Investment Board, Forward Service Corporation, Lac Courte Oreilles Ojibwe University, Sokaogon Chippewa Community College, and Tribal Labor Advisory Committee, all focused on recruiting, training, and placing construction workers.

HCST (formerly called TrANS) is a free six-week program that teaches potential industry workers some of the entry level basics to land a job with a contractor. More than 800 graduates have been placed with employers, according to WisDOT.

Wisconsin was one of 16 state DOTs and colleges to receive a grant.  Its $300,000 was tied for the highest award.
