Senate approves Design-Build bill, sends to Assembly for possible January vote

During a floor session this week that lasted nearly 4 ½ hours, the state Senate’s vote on Design-Build legislation went by in an instant.

It took less than one minute to call up the bill for approval Tuesday afternoon, but the impacts of having it as a new tool at WisDOT’s disposal should last long into the future.

The Senate unanimously approved SB 461 by voice vote, meaning lawmakers simply needed to say “aye” instead of each registering a vote. The bill’s passage means it can now go to the state Assembly for final legislative approval, then on to Gov. Tony Evers to make it law.

The bill replaces the existing Design-Build pilot program–which is currently limited to six total projects–with permanent authority for WisDOT to use alternative delivery methods. It allows WisDOT to use Design-Build for up to $300 million in projects every two years.

It also includes annual cost index adjustments, simplifies rules for project selection and awards, and strengthens overall project oversight.

Efforts to create a permanent program go back at least seven years. In recent years, WTBA formed a dedicated subcommittee, and worked closely with consultant members, ACEC, and WisDOT to develop a Design-Build program that all parties can agree to.

The bill passed both Assembly and Senate transportation committees on unanimous votes in late October.

The full Assembly did not take up the bill as part of its lengthy floor session Wednesday, however it can do so during its next scheduled period in January.

WTBA of Tomorrow selects 2026 scholarship winners, meets with WisDOT

Three young men and one woman working toward future careers in the transportation construction industry learned this week they’d get a significant financial boost.

The WTBA of Tomorrow selected the association’s annual scholarship winners Monday during its fall meeting in Madison.

Abram Helsell (UW-Stout) and Andrew Lukanus (Marquette University) will each receive $5,000 Engineering scholarships.

Kaylee Pickering and Wilson Baltus (both from Northeast Wisconsin Technical College) each won $3,000 Engineering Tech awards.

WTBA will celebrate the winners during the Contractor-Engineer Conference awards dinner Thursday, Jan. 15 in Wisconsin Dells. Generous donations from the Scholarship Auction held during the WTBA Annual Convention pay for the scholarship program.

The WTBA of Tomorrow also had the opportunity to meet with two Division of Transportation System Development management team members during the meeting.

Deputy Administrator Michael Hoelker and Bureau of Project Development Deputy Director Brian Boothby detailed major project developments, materials testing updates, Design-Build progress, DBE program recertification, and how to better resolve issues in the field.

Their attendance demonstrated a strong commitment to collaboration and communication between WisDOT and WTBA, which Matt Grove frequently helps foster.

The WTBA of Tomorrow, led by Elise Nelson, now moves into auction item collection mode. The councilmembers divided up a lengthy list of contacts to begin asking for donations for February’s scholarship auction. Last year’s auction raised a record $276,000 for the Transportation Education Fund.

State awards two communities Transportation Economic Assistance grants to pay for construction, spark growth

Two eastern Wisconsin communities will see improved roads and, with them, more jobs thanks to state grants.

Gov. Tony Evers and WisDOT announced a more than $700,000 Transportation Economic Assistance grant for Saukville. The community in Ozaukee County plans to extend Market Street to better connect the village’s Northern Gateway development with Highway 33.

The construction will help American Orthodontics add nearly 150 jobs thanks to improved access for employees, vendors, and deliveries, the governor’s office said.

The state also awarded Slinger with a $165,000 TEA grant. The community intends to build a new road called Karius Court. That development is attracting hardware manufacturer Allegis Corporation to Slinger from Libertyville, Illinois, creating 33 jobs.

“This is a textbook example of why WisDOT’s TEA program exists,” said WisDOT Secretary Kristina Boardman. “Attracting new businesses and retaining the businesses we have through infrastructure improvements has been a key focus of this administration.

The TEA program began in 1987 and has awarded more than $125 million since then. A WisDOT webpage says those investments helped create nearly 30,000 jobs and retain 25,000 workers over the past 38 years.

EV charging grants resume with 26 new awards, slowly pumping cash into Transportation Fund

A new batch of businesses–mainly featuring gas stations and hotels–will receive a combined $14 million in federal funding to help expand Wisconsin’s electric vehicle charging network.

The governor’s office announced the latest NEVI awards Monday.

Kwik Trip received the most grants of any company this round, winning 11 of 26. Other recipients include a Target in Hudson, a Culver’s in Mauston, and the Three Bears Waterpark & Resort in Warrens, among others statewide.

Recipients must use the funding to build Level 3 fast EV chargers, with the awards covering up to 80% of the construction costs.  A new law dedicates $0.03 per kilowatthour sold at these stations for the Transportation Fund.  That law went into effect in January.

The state announced the first batch of NEVI funds back in April 2024.
