Walbec Group’s freeway paving “blitz” pays off on I-894

MILWAUKEE — On paper, the idea sounds like a commuter’s worst nightmare: fully close one direction of interstate that carries about 128,000 vehicles a day around Milwaukee for an entire weekend to repave it.  Then… do it again to the other side the next weekend.

On pavement, though?  It worked like a charm.

Starting at 11 p.m. this past Friday, Payne+Dolan (Walbec Group) crews closed eastbound I-894 for a little more than three miles.

They milled 67,000 square yards of old pavement in less than 16 hours, then got to work rolling out 600 tons of asphalt an hour across all three lanes, supported by 86 trucks on-site at the peak.

The end result was a beautiful, smooth driving surface.

“This is kind of a big deal for everybody,” Senior Project Manager Joe Jones told WTBA during a project visit Saturday morning.

This marked the second of two full-directional closures on prime contractor Zignego Company’s I-894 project; a rarity for construction crews, especially for such a long period of time.

What would’ve taken weeks or months to finish took just a couple days.  In fact, TMJ4 reported crews (which included Mega Rentals doing striping and traffic control) finished hours early, well before Monday morning rush hour.

“It’s a lot of long days, it’s a lot of long nights, it’s a lot of resources allocated to this… In the end game, it’s well worth it,” Jones said.  “We like this route.”

DBE Roundtable provides valuable insights, connects primes with up-and-comers

WISCONSIN DELLS, Wis. — The timing of a federal court ruling against the Disadvantaged Business Enterprise (DBE) program four days earlier was purely coincidental, but it generated buzz among people gathered in Wisconsin Dells for an industry conference Sept. 27.

About 100 people attended the Construction Business Group’s “DBE Roundtable 4.0” seminar.

The all-day conference included DBE program updates from WisDOT staff, economic and funding guidance, a presentation from Southeast Region Director Bob Gutierrez and more.

A WTBA-member panel made up of Josh Wade (Arbor Green), Mike Hahn (Lunda), and Taylor Tauer (Walbec/Northeast Asphalt) offered advice and perspective from contractors.

CBG Executive Director Robb Kahl urged attendees to get engaged and stay engaged.

“What we want is for you to walk away from this meeting feeling empowered, informed, and ready to do more with your business. That’s the whole point of this,” Kahl said.

The federal court ruling Sept. 23 temporarily blocked application of the DBE rule for contract awards, but its scope is currently limited.  It only applies to the two companies who filed the lawsuit in two states: Kentucky and Indiana.

It does not currently have any effect on WisDOT’s DBE program goals or implementation.

“There’s a lot of work,” WTBA Exec. Director Steve Baas said during his opening remarks.  “We need everybody engaged to be able to do that work, to be able to do it well and be able to do it competitively… We’re all better and we all win when we have a broader talent pool, when we have more people engaged, and when we’re all working together in partnership.”

The conference also featured a Women in Construction panel with Integrity Grading & Excavating Project Manager Becky Woller sharing her advice.
